Safelists are a great source of free/low cost advertising, and you don't have to worry about spamming, since everyone you send to has signed up to receive mail. They are usually free to join and very inexpensive to upgrade (benefits of upgrading include the ability to send to more people, more often, and receive less mail) - and many come with a free upgrade on signup. It's recommended that you have a separate "subscription" email address, so your regular inbox isn't flooded - this is where incoming mail from the lists will go.
Some lists are "credit-based" - you get credits by clicking a link in the emails you receive, and use credits when you send out mail - and most come with some credits to get you started. Even lists that are not credit-based often have a link that may win a prize (usually a free solo ad mailing) to encourage members to actually view the mailings.
